The Naples wall fountain is made from polycast material  which is frost & UV resistant. Included is a quality pump so all you have to do is fill it with water.

Polycast is a poly resin / fibreglass based material which incredibly similar to stone though considerably lighter and frost proof to minus 40 degrees.
